the first time I played the OC, I seem to recall that I met both captains, and each offered to pay me to kill the other, and somehow i did it and collected from both.
but I can't recall how to do it.

A "legit" method or using console spawning?
All you need are both decapitated heads in inventory and it should work.
Or perhaps make a save of the character with one head obtained and restart a new game in Luskan with it?

One other thought came to mind regarding this type of issue...
Assuming the XP/rewards are based solely on producing a decapitated head for the respective captain, there would be no way to legitimately do what you suggest. (...unless you could resurrect a headless corpse and carry on a conversation with it  )
However, some of the dialogue responses can vary according to alignment, abilities (like Int, Cha), skills or feats your PC has. I've noticed very few of these in the OC, mostly good vs. evil sort of scripting. But there are some other more exotic ones.
So, it's entirely possible that using a particular alignment combined with a high level Cha (for example), you may be able to get an NPC to change its mind (i.e. display a unique reply thread) and deliver the same rewards contrary to the original contract.
And perhaps, you had stumbled on this hypothetical interaction way back when.
