Once Improved Invisibility has been deactivated by an offensive action and the caster is left with only the 50% concealment, can the concealment be dispelled?

I understand that Imp Invis cannot be breached, so this is why I am asking.

Also, do the Epic Self Concealment feats make it (%concealment) permanent?

Yes or Invis Purged.

Self conceal will not make Imp Invis conceal permanent, but will ensure you will, at least, have an amount of concealment equal to the concealment given by the corresponding feat at all times - SC1 - 10%, SC2 - 20% etc.

Yes.

Yes, and undispellable.
Characters with blind fight will have a reroll versus concealment. So even if you take SCII (which grants 20%) creatures with blind fight will hit as if it was only 4% concealment.
